Leak in kitchen roof advice needed?

Ok so basically me and my BF rent a flat with our local housing office have had this flat for about 7 yrs or so, anyways its a block of flats and yesterday morning we went into our kitchen only to see water all over the kitchen floor we moped that up stuck towels on the floor and tried our best to see where the leak was coming from anyways we thought our upstairs neighbour would be back so we knocked their door but their not in sooooo we waited till about 8pm last night and chapped there door again still nothing so my boyfriend put a note marked URGENT there car isnt back and the waters dripping like crazy and getting close to the light now buckets and a basin is on the floor aswell as pots and pans lol the leaks got worse and we phoned the council emergency repairs line to see if they can help but because the flat above us is a bought flat theres nothing they can do we dont have a clue when these guys who are friendly are back, the guy at the repairs place said if the ceiling droops to phone them back but i am worried sick about going to sleep what do you guys suggest?? i know that if it is the guys above us they are liable to sort the damages and all that but what happens if these guys are away for 2 weeks on a holiday what do we do then?
