I need help getting my fish tank clean!?!?!?

I've had my tank for 4months and recently it has gotten extremely dirty and the water is very murky. I have 1 black moor 2 black skirt tetras 1 mystery snail and 1 glo tetra. I bought these tablets and they were suppose to make the water clearer but it never worked it just made it worse. I do annual water changes but should I just totally clean the tank? I have some cleaning things like a scrubber and a vacuum but do I need anything else? And where would I put my fish while cleaning the tank if I have to take them out? This is my fist tank this big btw and this one is 10 gallons but I used to only have a 1.5 gallon tank. Thank you! I really need the help.
