I have a problem with my skin?

This dry mark on my face is not coming off, which was caused by applying too much lotion over the year and I was planing on using a scrubber tool to get it off, but then a friend told me that it will take off the layer of your skin which is bad. Then what am I suppose to do ? I'm a guy.
